2016 Legislative Agenda  

Long-Term Issues (5-10 Years) 

1.  Create a fully funded, inflation-adjusted base, per pupil funding formula.

 Short-Term Issues (3-5 Years)

1.  Restore the Capital Improvement Fund to protect and appropriately maintain the State’s capital investments. 

2.  Establish an innovation fund for public school districts to finance start up models that reflect the top five business and industry job demands in the state. 

2016 Session-Specific Issues 

1.   Provide an annual per pupil technology allocation to transition State Assessments completely online for faster return of usable data. 

2.   Provide greater flexibility in the use of tax credits for credit-bearing applied learning opportunities. 

3.   Revise terminology “override” to “gap funding” or “bridge funding.” ASBA suggests the phrase “locally controlled funding.”
