Meet the Board Members

Reed Carr
Reed Carr, President

Reed Carr was elected to Gilbert Public School's Governing Board in 2016.  Reed is the Chief Financial Officer at a private investment company and serves on the board of directors of a non-profit working in Africa. His four children attended Pioneer and Carol Rae Ranch Elementary Schools, Highland Junior, and Highland High.  
Reed earned an MBA from Arizona State University and a MIM from Thunderbird School of Global Management after completing bachelors degrees in International Finance and Spanish. He actively volunteers with Boys Scouts of America as a scoutmaster and regularly travels with his wife to Africa in conjunction with the non-profit Hope Arising.

Dr. Santa Cruz

J. Charles Santa Cruz, Ed.D., Clerk

Dr. J. Charles Santa Cruz was elected in November 2014 and began his first term on the Gilbert Public Schools Governing Board in January 2015.  Dr. Santa Cruz has been a practicing professional educator since 1974 and holds a B.A. in English Education, an M.Ed in Educational Administration and Leadership and a Doctorate Educational Administration and Leadership Degree, Ed.D.

For nearly four decades, he has devoted his energy to making a contribution to public school systems and the education of young people.  He is a retired administrator and educator employed by and affiliated with Gilbert Public Schools since 1981.

Dr. Santa Cruz and his wife, also an Educator, have two adult children.  They have resided in Gilbert for 20 years and he has been an Arizona resident for 64 years.

Sheila Rogers

Sheila Rogers Uggetti, Member

Sheila Rogers Uggetti was elected to the Gilbert Unified School District Governing Board in November, 2016. Sheila is a retired educator having spent 45 years in public education. Thirty nine of those years were spent with GPS.  She was a teacher of regular education and special education for 17 years,  Interim HR Director for one year, and principal of Gilbert Elementary for 21 years.  In 2010, Sheila moved back to her home town of Douglas, Arizona where she served as the superintendent of the Douglas Unified School District until her retirement in 2015.

Sheila received her Bachelor's Degree in Elementary and Special Education and Master's Degree in Educational Leadership from Arizona State University. She also spent eight years as an adjunct professor for Northern Arizona University.

Sheila has two adult children who are both teachers and a grandson who is in high school. She is an Arizona native and has lived in Gilbert for almost 30 years. In her spare time, she enjoys walking and listening to books as well as being an avid reader. She also likes to write. She values the many relationships she has established through the years with so many people in Gilbert. She is very proud to continue to serve the community of Gilbert.

   Jill Humpherys    

Jill Humpherys, Member

Jill Humpherys began her service on the Gilbert Public Schools Governing Board in December 2012 and has been a parent advocate for public education. Humpherys has been a longtime supporter of Gilbert Public Schools. Since her children have been attending Gilbert Public Schools, she co-founded Gilbert Music Matters and Gilbert Supporters of the Gifted, working with the district to improve music education and gifted education.

In addition to her active role in supporting music and gifted education, Jill has volunteered for field trips, parties, the Art Masterpiece program, and classroom activities. She has served on the board of Gilbert High School Choir Boosters and as a member of the Parent-Superintendent Council. At her church, Jill has taught youth classes, planned service projects, and implemented emergency response procedures. She also supports the Boy Scouts of America, as her husband was a scoutmaster for ten years, and currently works with boys who want to obtain their Eagle Scout Award.

Jill is a full-time mother. Jill has a BA degree in English from Utah State University. She is married to Richard Humpherys, and they are the parents of five children. Four children graduated from Gilbert Public Schools and one currently attends. She enjoys reading, exercising, cooking, hiking, camping and travel in her spare time.

Lori Wood
Lori Wood, Member

Lori Wood was elected to the Governing Board in 2016.  Her term expires December 2020.

Lori has served as a board member for non-profits including East Valley Youth Symphony and Arizona Family Council.   In the past she has worked as adjunct faculty at MCC and BYU Idaho, teaching molecular biology courses.    Her children attend Neely Elementary (where Lori has volunteered in classrooms and on teacher appreciation committee), Greenfield Jr. High (PTRO volunteer), and Highland High School (helps with football booster club).

The designated posting locations for Gilbert Public Schools shall be electronically on the district's website Governing Board page, and physically beside the entrance doors to the district offices located at 140 S. Gilbert Rd., Gilbert, AZ. The district office location provides physical public access at all time.

    Notice of Governing Board Meeting Pursuant to ARS 38-431.01, notice is hereby given to members of the Gilbert Unified School District Governing Board and the general public that the Gilbert Governing Board will convene a board meeting. Governing Board members will attend either in person or telephonically. The Governing Board reserves the right to move into executive session for legal advice with its attorneys for any item listed on the agenda, in person or telephonically, pursuant to ARS 38-431.03-A3. Additional information regarding this agenda can be obtained from the Governing Board Coordinator’s office 24 hours in advance of the board meeting. Gilbert Unified School District endeavors to make all public meetings accessible to persons with disabilities. With 48 hours advance notice, special assistance can also be provided for sight and/or hearing impaired persons at public meetings. Please call 480.497.3397 to request an accommodation.
